
BD have been working on the large-scale urban regeneration of the Liberty shopping centre and surrounding public realm through 2025 with an award-winning design team including SHEDkm for developers HUB.
The Romford Masterplan, adopted by Havering Council, sets out a bold and comprehensive vision for Romford Town Centre – placing The Liberty at its heart. Against the backdrop of the historic centre of town, our proposals to create a vibrant and thriving destination for eating, socialising and living will be key to realising that vision.
We are preparing a hybrid planning application for three plots at the Liberty – each designed to revitalise the centre and its links to the wider town centre. We are reimagining the heart of Romford to be greener, easier to navigate, and more welcoming for everyone with increased areas of public realm. Our landscape masterplan includes improved connections, vibrant gateways, and flexible, inviting spaces for people to enjoy.
New public areas will offer places to sit, play, or pause—enhanced with trees, planting, lighting, and features that make the space feel safer and more attractive. Better routes to the Marketplace, clearer signage, and space for events and popups will help draw people in and encourage them to return.
These improvements of will be made possible through new housing including circa 650 BTR units. After introducing our early vision in May 2025 and our emerging proposals in July, we’re now taking time to prepare our detailed designs and ensure they are an evolution of what already makes Romford a great place to live, work, and spend time with planning aiming to be submitted towards the end of 2025.
